To propel this vision, the government plans to cultivate a conducive ecosystem for ICT growth, underscored by robust public-private collaborations and the adoption of cutting-edge digital technologies. Initiatives aimed at promoting digital literacy, advancing cybersecurity protocols, and streamlining regulatory frameworks are set to catalyze the ICT sector’s expansion, contributing significantly to Montenegro’s digital economy. The Results

  • Establish ICT Steering Committees: Committees will be formed to ensure ICT initiatives align with Montenegro’s economic and social goals. These will focus on enhancing digital literacy, fostering technological innovation, and advancing the development of robust ICT infrastructure, in line with the upcoming Digital Transformation Strategy of Montenegro 2022–2026.
  • Develop ICT Project Prioritization Schemes: Frameworks will be created to prioritize ICT projects that improve digital accessibility, enhance the quality of tech education, and build a resilient and skilled digital workforce. This approach aligns with the recognized need for simplification and efficiency in business processes through ICT, as emphasized in Montenegro’s White Book by the Foreign Investors Council.
  • Utilize Comprehensive ICT Development Plans: Strategic plans for ICT initiatives will be implemented to assess their technological, economic, and social impacts. These plans will ensure projects contribute to Montenegro’s digital economy growth, expanding access to digital services and aligning with EU legislation and the aims of the digital transformation strategy.
  • Selectively Use Outsourcing for Tech Expertise: Global technology experts and institutions will be strategically outsourced to integrate international best practices into Montenegro’s ICT education and infrastructure development.
